My husband and I are originally from SOMD but unfamiliar with Fredrick County. We are looking to build a home there. Currently my son is 4 and I have a newborn. Both children will attend public schools.

How is it in the area?

I would look at Middletown (just west of Frederick) - it has decent schools and a dedicated HS.
