Can I wear black opaque hose

Yes, you can. But they are thicker and will therefore thicken the appearance of your legs. Black is much easier to wear than other colors and skirts or dresses that are longer will look better.

I wanted to wear boots with the dress, but I am not having any luck finding boots at this point in the season. I am able to find plenty of peep toe sandals and pumps, but have only seen black hose with pumps. I would prefer sandals. Do others think I can wear the hose with sandals?

My personal preference is not to wear any hose with any open toed shoes, but fashion changes. I might be the one that's outdated now.

They are showing tights with sandals and peep toes this year. A previous no-no but that's fashion - ever changing.

It is not my preference, but I have seen it and am thinking of taking the plunge.

Make sure they are really good tights and fit well, especially the foot area. You don't want wrinkles or folds of the tights bursting out from the shoes.

Does it make a difference if they are patent leather as opposed to black leather or suede?
