Ballot question - what’s the difference between these offices?

Delegate to the US House of Representatives from DC

and

United States Representative

I found that the US Rep is the “shadow” rep, which is what I thought Norton is, but I see that she is in fact the delegate.

Can someone explain the difference in these offices?

The Delegate is the official position that is currently held by Norton. The Shadow Representative position is basically a lobbying position to work for DC statehood. The shadow rep doesn't actually participate in Congress.
