I requested and received an absentee ballot. If I want to just go in person or drop this off, do I need all the other envelopes? I assume if I’m drilling it off I put it inside both envelopes like I’m
Mailing it. If I want to vote in person, do I bring this ballot and use it? Sorry if it’s an obvious answer.

If you drop it off, to be on the safe side so no one can claim the vote doesn't count -- put it into the "inner envelope," seal that, then put that into the outer envelope and seal that one. Unfortunately VA is using the dumb inner envelope which is confusing and unnecessary but it is an old procedure done to ensure a secret ballot (some states have dropped the inner envelope and VA really should have but oh well). If you do NOT use the inner envelope you might risk having the ballot rejected. I don't know for sure but why take the chance?

You do NOT have to have the witness signature on the inner envelope (this was waived as a requirement BUT it was waived after the envelopes were printed, so the envelopes still say a witness signature is "required"-- it is not).

I can't say definitively if you must have the outer envelope too for a ballot you are dropping off in a drop box but I did both, as if I were sending it through the mail, when I used the drop box at Government Center.

My ballot was correctly counted. You can check online later to see that your ballot was counted, OP.

I can't speak to what happens if you have a mail in ballot but then choose to go vote in person but I know that's possible. Absolutely carry the ballot and all envelopes with you when you go to vote in person -- just in case. We can't risk ballots not getting counted or whatever.

Fairfax County website has detailed instructions about the envelope situation for mail-in ballots. It's a little confusing because the witness requirement is waived right now, but the rest still applies:

They don't say that the envelope requirements are different if you drop off your ballot instead of mailing it, so I assume they are not different.

If you want to vote in person, you bring the absentee ballot, surrender it, and get a new ballot. If you don't bring it, you will be given a provisional ballott.

Yes, use all the envelopes if you are putting it in a drop box.
