The different question is why DC ever located a lockup in a residential neighborhood, but that presupposes good planning on DC's part. It would be tempting to say it was Mary Cheh's fault there also, but in fairness she wasn't on the council then!

They located a lock-up in Ward 3 because there are crimes in Ward 3. Wtf are you thinking? Next someone here is going to talk about building a wall along the border with Ward 2.

It's not the Ward 3 lockup, it's the Second Police District lockup. "2D" now cover a significant part of western downtown DC!

I think both the pool and the homeless shelter should be located at Hearst. Easy for the kids to get to school, and a bigger site overall than the police parking lot. Can we start a petition?

So you mean we should put the lockup for Ward 3 criminals in Ward 7, or at least Ward 5?

The reality is that there basically aren't Ward 3 criminals. There are violent thugs who come into the Ward and prey on its residents.

The neighbors have convinced me that Hearst Park does not have enough room for a pool and everything else. Clearly the city needs to use eminent domain to seize their houses so that everything fits...

uh...actually, the Mayor's proposal would put 50 families (as many as 100+ kids) in residence next to the police station and the existing park grounds. If it's appropriate to live next to, and appropriate to garden next to, and appropriate to play next to, why shouldn't it be appropriate to swim next to?

And by the way, have you seen the land on which the park sits? MUCH HUUUGER than Hearst. Why not put a pool there? There are a slew of gardens that are ? leased ? to private individuals in a very sunny area. This would be a perfect spot for a pool. Why was this spot not considered?

That's the MCLean Gardens area community gardens. Even Cheh is no so arrogant that she would take on that entrenched interest.
