This section is above the part of the road and paved path that got flooded out and was not impacted by the flooding. There is a short stretch that is open to cars, but it does not connect to anything (it just allows access to some of the picnic areas), so there is no real traffic to speak of. It is really ideal for walking or running with a stroller in the park. Highly recommend.
Should have added, to access the car-free section from the south, there is a parking lot at the intersection of Beach and Broad Branch. If that lot is full, you can also park at Pierce Mill and take the paved path through the park the short distance up to the car-free section of Beach Drive.
