Two really positive steps here:
1) Adding a U16 team.
2) Fully funding the academy. Maybe they're worried about missing out on future solidarity payments if US Soccer ever pulls their collective heads out of their backsides.

Interesting Achilles and SYC don't get mentioned as part of the P2P.
