So what is happening when the lights flicker?

wondering the same thing. But I have seen lighting as well (during the flickering) can anybody explain?

If something interferes with a line and causes it to short (say a branch hits a line), equipment will sense the short and throw a breaker for a split second to prevent the short from doing real damage to the system. It usually flips back very quickly.

Pp - we keep having these flickers + the flashes of light outside. As in over and over - will we lose power?

We had some flickering this morning. All of the lines are underground though.

They may be underground on your street but most of the grid is above ground. The PP had it correct that when the system senses a short, it trips a breaker in order to prevent damage to the grid.
