| If something interferes with a line and causes it to short (say a branch hits a line), equipment will sense the short and throw a breaker for a split second to prevent the short from doing real damage to the system. It usually flips back very quickly. |

| We had some flickering this morning. All of the lines are underground though. |
They may be underground on your street but most of the grid is above ground. The PP had it correct that when the system senses a short, it trips a breaker in order to prevent damage to the grid. |
