No, it's not about training, except possibly for the fact that ICE/CBP have probably never been trained AT ALL in interacting with the general civilian population.

Ice were doing what they were trained to do. Harass and intimidate and if necessary, kill.

This killing was very, VERY far from necessary.

Pediatrician whose apt is right outside where it happened, watched, saw no attempt by the victim to assault the officers, saw the shooting, and went out to assist the victim. One officer did allow her to. Nobody was attempting CPR. She said they appeared to be counting the bullet wounds.
She says he was lying on his side, where the right response would be to get him on his back for CPR. Multiple wounds including upper left chest. No pulse. EMS arrived, she stayed another 5 min then went inside her apt as things were escalating in the street. Says she was shaking and crying and didn't feel safe and called her sister to see if she could stay with her for a few days. Praying for the victim.

No, he did not march up to ICE/CBP pointing a gun at them and planning a mass assault like Kristi said. Of course, she can't tell the difference between an 11 month old puppy that hasn't learned not to go after the chickens and and a pack of pitt bulls. (FWIW, when I got my current husky at 11 mo old it was all I could do to hold her back from a tree that had a squirrel in it, but that didn't mean she was going to kill the neighborhood children)

Wasn't he an ICU nurse? Saving lives yet no one was there for him save pediatrican
