Trump has no personal views here at all. He said whatever he thought he needed to say to get elected. Trump has no real thought out views on these issues. But, regardless, Trump does not control Congress, and the Republicans want to turn Medicaid/medicare into a voucher program for teh specific purpose of reducing overall expenditures. And the Republicans want to private SS.
