Which MoCo cluster for gifted DD and DS?

You don't know from the median scores that kids are getting in with lower than median scores on all three sections. In fact they probably aren't. It could be that many children score higher on two of the sections and then lower on the third.

One thing to keep in mind is that there are a lot of definitions of giftedness and not every child who is gifted in MCPS will make it into an HGC.

I'm not just talking about those identified through the 2nd grade screening process but those with high IQ scores (like in the 120s which is considered gifted on some scales).

The presentation online says that the parent decisions of whether to accept a spot are due back to MCPS on April 3rd. That makes me think that they will be sent very close to March 15th.

Also, HGC open houses for parents and accepted students are March 30-April 1.
