We have an Ambassador in France for precisely such symbolic marches and ceremonial appearances. It really looked to me that those heads of state who did show, unless they were neighbors of France, were doing so to exploit the event, as this article notes:

But when will it be discussed that all these leaders did not march with the masses - but instead posed for a staged photo? That was their "participation" in the march. Not sure POTUS needed to go to take a staged photo. |
