Definitely don't agree about the checks and balances being dependent upon having money. The first check is that parents can refer even if their kid isn't in the screening pool. No money required. The second check is that if a panel of the committee finds the student ineligible, they are not immediately turned down. The file goes to another panel for a second look! Then, there's the check of an appeal which I believe many people base upon extra testing that they pay for. That's the only one and I'm sure there's other things you can submit upon appeal. And, that last check is mostly for those kids who are really on the cusp or shouldn't even be considered.

The two PP's must have not had a child who was in pool with test scores in the 99%ile and excellent grades since K, with mid range GBRS. After reading these boards for years, one thing that has been made crystal clear is that the only thing that really matters on appeal is WISC scores. Those who can afford a WISC (assuming it backs up the already high other test scores) are the only ones who get in on appeal. Yes, technically there are other things that can be submitted on appeal, but post after post has shown the WISC is the deciding factor.
