If there's no coach, will rec soccer just say "sorry, you can't play"?

No. Most rec leagues for every sport are structured based on some geographic parameters. Elementary schools and grades are very common parameters. That way, kids on a team will be from a given area and will likely know a few kids on their team. They can get to and from games and practices much more easily because their family will live within the school draw area.

Solve the problem by volunteering. Very easy.
