New DC order on 14-day quarantine if you travel

I have a few questions and would love assistance if you know anything.

I need to drive to a state that will most likely be on the list of states that will now require a 14-day quarantine and pick up a relative who needs medical care here (not Covid related). I think we can quarantine for 14 days when we get back but does anyone know what the definition of quarantine is so that I can make an accurate assessment? Can I leave my house to walk the dog (and not go near anyone)? I also assume it means we need to do grocery delivery? Can I go to a doctor's appointment with my relative? I assume the relative can go to his doctor's appointment?

The answer is likely no to all of the above, but come on, how is this even enforceable? It's so stupid. Take care of your relative and be extra cautious while traveling. Good luck!

This is OP. Mayor issued greater clarity since initial announcement. Here are the details:

2. Persons who are self-quarantining after non-essential travel must:

a. Stay at their residence or in a hotel room, leaving only for essential medical appointments or treatment or to obtain food and other essential goods when the delivery of food or other essential goods to their residence or hotel is not feasible;

b. Not invite or allow guests, other than caregivers, into their quarantined residence or hotel room; and

c. Self-monitor for symptoms of COVID-19 and seek appropriate medical advice or testing if COVID-19 symptoms arise.

Just FYI, unless your relative is completely non-mobile, or has severely limited cognitive function, you probably won’t be allowed to go to the appointment with her at all.

Im not going to travel, but I’m doing all this anyway. So if I did travel, my life when I got back would be a quarantine anyway.

Explain to me why someone on essential travel to these states does not also have to quarantine upon return. Are they somehow immune? What is essential travel?

ohn Lewis’s funeral was in Georgia. Dozens of members of Congress were there.

Georgia is on Washington DC Mayor Bowser’s list of states that require 2 week mandatory quarantine for 14 days

Are these politicians going into quarantine, or are rules just for the little people?

Particularly since people on essential travel are coming back and likely mingling with other essential workers....
