If PSAT can only be administered in some school districts, would they just cancel it for everyone?

Fast forward to October. There will be disparities in covid-19 case rates across the country. Some school districts will be able to administer the PSAT, others won't. Given the mission of the PSAT as identifying National Merit candidates, would it make sense to have only a partial administration of the test? Or would that be deemed unfair, causing the PSAT to be canceled for everyone?

I don't think anyone has any idea at this point, not even College Board.

Perhaps they should schedule it in the spring instead of Oct, all three of the regular NMSQT administrations, as the passing of time does affect scores.
