Any info on "modified open enrollment" (trailers) plan in Alexandria City Public Schools?

I've heard rumors that Alexandria City may be going the way of its Fairfax County neighbors and putting trailers at some locations to accommodate increases in enrollment (as an alternative to redistricting). Can anyone confirm or provide any details? (And why wouldn't they just redistrict, if that would solve the problem)?

LEED-certified modular units (nothing like the trailers we used to use) are part of the ACPS plan to accommodate encreasing enrollment, but are just a part of the proposed Modified Open Enrollment strategy.
