| Under what circumstances is HRA (in DC) permitted to refuse adoption? |
| Op here. I know abuse is a reason. But what are all the reasons |
| Is there any person or office in HRA that can give me the rules? |
|
Why are you asking?
HRA doesn’t send cats home with people who intend to declaw the animals. The shelter also checks animal control investigation records and local law enforcement cases for any history of animal abuse. |
| Yes, I would imagine if you said you would declaw, or said you would let a cat be an outdoor cat, or leave your puppy at home alone with no dog walker for 12 hours...something pretty egregious. |
| OP: Do you have concerns about someone who is trying to adopt? |
|
Living in a building, HOA, or jurisdiction with dog breed restrictions or restrictions on the number of pets one could own that will be violated by the adoption.
Any indication that you might not keep the animal for its natural life. A clear mismatch between the animal’s needs and the adopter’s lifestyle. For example, someone who is mobility impaired with no yard and no household help wanting a large, high-energy dog. A history of visits from animal control or having your pets end up at the shelter because of failure to secure them properly. |
No. It was me. I don’t declaw and have no history of abuse. So I want to know what the rules are. We have dog walker, yard etc. |
Where did this come from ? |

Your references have to recommend you.
You have to be a good fit for the breed of animal you are adopting. You have to have reasonable expectations of the animal (certain age/breed of dog cannot be left along all day, etc.) OP, why not ask them? I was rejected many years ago, and they told me why (screwy landlord would not allow a cat despite pet friendly building). I ended up moving. |
| You are asking for a list of "rules" when this process is largely at the discretion of the HRA counselor who does the investigation. Ask them why they won't let you adopt. |
