Not a recommendation (sorry) but a suggestion. Be explicit about what you think the problem is before the plumber comes out. I called some plumbing company in DC and told them that both toilets needed to be fixed, and then when the plumber came (3 days later) he said he didn't have any handles (in both cases the handle was broken) so he'd need to come back (meanwhile I had to pay for the service call). If you can diagnose, you can make sure they bring the right equipment to fix it on the day they come.
