I would try Teddy bear camp in NW DC. Small camp for 3 to 6yr olds - mixed age classes. Warm nurturing. Kids love it - hard to get a slot. They are on line at teddybearcamp.com

Evergreen Camp on Georgia Ave in Wheaton. 5 yo only full day. Silver Stars in Silver Spring. half day available for both ages. Must be 3 1/2 at start of camp. Not a day sooner!
