Bowser is under NO investigations for corruption, how is she ethically challenged?

I also want to know why PPs think she is ethically challenged. Because she is in favor of development near transit nodes that includes affordable housing? Because she had to fire her choice for Superintendent of Education when she found out he tried to pull a fast one? What, I really want to know, do you think renders her ethically challenged?

I know two council members and several ANC members who have observed Bowser up close for some time and they believe that she is dirty.
