If a congressional subpoena is ignored, who enforces it?

If it goes to court, where dose a case start? For instances, if the WH or the State Dept. ignores requests for info, what happens next?

Our system of government always depended upon and assumed that those who sign up to serve our government from the lowest level person to the POTUS, would be honorable, follow the law, and do what is right. That's why there are not all that many rules governing these situations.

After this administration, we are going to have to put in a lot more rules with enforcement and consequences, because we can no longer assume the honor of those in positions of power.

I have heard it argued that ignoring aubpoena may constitute grounds for impeachment.

Here are the relevant parts of the articles of impeachment against Nixon:

* approving, condoning, acquiescing in, and counselling witnesses with respect to the giving of false or misleading statements to lawfully authorized investigative officers and employees of the United States and false or misleading testimony in duly instituted judicial and congressional proceedings;
* interfering or endeavouring to interfere with the conduct of investigations by the Department of Justice of the United States, the Federal Bureau of Investigation, the office of Watergate Special Prosecution Force, and Congressional Committees;

The Sergeant at Arms of the House can execute an arrest. But who backs him/her up? Capitol Police?

Because the separate issue of how to prosecute in the face of noncompliance is complex. What’s your damage, Heather?
