Birthday Party at Turtle Park

We are interested in having a birthday party for our daughter at Turtle Park (Friendship Rec Center). I saw on the DPR website that you can apply for a permit to host a party at a DC park/playground. I’m wondering if this allows you to reserve a specific pavilion or if it’s just a first come, first served basis. If anyone has hosted a party there and could share their experience, I would appreciate it!
