ages to go to kid museum

I have been wondering about kid museum in Bethesda because I drive by it everyday. I have a 3.5 year old boy, is it age appropriate to go or not? What can he do there? I also have a 3 months old baby, do they allow stroller? Is baby free, anyone knows?
I don't want to pay for my baby because baby is just tagged along with us. |
