Recently a leader at this church resigned after it came to light that he had been taking pictures of people and watching them when there were unaware of him, apparently for sexual gratification.

Why does the church allow him to resign rather than just fire him?

Why doesn't the church file any police report? Instead, they are just conducting their own investigation. Shouldn't the police be brought in?

I don't think this has been in the news. I have been receiving information from people who attend the church. The church addresses this obliquely in their April 2019 Warden's Report, which can be found online. The resignation happened in early April.
