New car discounts at dealerships based on "which car you own" Total BS.

Okay, so many dealerships gives you (I am assuming this is coming from the manufacture) some peanut discount based on which car you currently own. Example - if you are shopping for BMW they honor your loyalty and give you some money like 500 bucks or so for the fact that you are coming back to them. Should not they give this discount to literally EVERYBODY else BUT the current owners, or them too? Because if you already own a brand and you like it you need no motivation or sure, give me some money, but to really attract others you should give some incentives to them right? Like if you own Mercedes or Audi or equivalent of BMW then pulling you is a stunt.
