Salary Expectations for this position

I'm asking for a friend who is moving to Bethesda.

She's negotiating salary for a "subcontractor position that is "above entry level" due to research in grad school".

I have NO idea where a salary for a position such as this would start. Any ideas?

She should ask for $40/hr and expect $30-35 if it's heavily admin
