Car Insurance and Students Away at School

I have Geico and daughter is a Freshman and goes to college 400 miles away and does not have a car on campus. Geico raised my rates 1,050 a year as a credit report showed she lived at my house. I told them she is away at school full time and only can drive car in summer. They still raised my rates and gave a small discount as away at school. Is this normal. It sounds like BS. I am ok, adding her during summer, but why all year?
