In case of a shut down, do we still not get trash pickup in DC?

If the feds do your trash pick up, yes but DC and Feds are two different agencies.

DC budget must be approved by Congress and in years past, DC did shut down during a Fed shut down. The work around is The Mayor can declare DC employees as all essential so DC continues to operate.

Not true. Congress can veto DC budget and has exercised that veto over many issues related to needle exchange, funding abortion and legalizing marijuana.

True where federal shut downs are concerned.

And further, DC is picking up trash on the national mall and other federal property.
