Where to buy cheap unlocked iPhone

Question says it all.

My teen is getting his first phone (either this one or my old one, depending on how easy it is to transfer contacts between the two phones). I would like to have carrier freedom, so want to buy an unlocked phone. The cheapest one on the Apple website is about $500. It's the iPhone 7. I've seen the same new models on sale on various websites for $100 less, but want to know if these websites are reputable? Or should I buy a refurbished at Apple directly?
Any general advice about this?

In phone repair stores. I have bought several every time I go overseas to Eastern Europe. All the refurbished and new ones have worked perfectly fine.

We always buy refurbished off Amazon with no issues

I just got an iphone 7 from Consumer Cellular for $300. It is the 32 gig, which maybe too small for you.
