Starting/Changing/Stopping Payroll HSA Contributions

I am switching from GEHA Standard (PPO) to GEHA HDHP plan during OPM's open season. I am trying to find out if I can start, change, or stop pre-tax payroll contributions to the HSA outside of open season. I think I can, but I haven't found anything that specifically says so.
