Looking for advice on surrogacy. How do I navigate it, identify a suitable person, manage through the costs?

Ok. Good. Go have a consult with Meryl Rosenberg. Smart people told us to start with her, but we balked at the cost and instead lost six figures in failed attempts (and a hellish low-budget agency) trying to go the cheap route.

We're currently trying for #2 and I've finally learned that you get what you pay for. We hired a top flight attorney - not Meryl b/c we're not in the DMV anymore, but equal caliber - and it was the best thing we ever did.
