Are recommendations required for VA state schools?

I know my HS student tries to blend into the crowd, doesn't join clubs, etc. I am hoping that recommendations aren't going to be required.

JMU: 1 Optional LOR
W&M: Counselor LOR
UVA: 1 Counselor and 1 Teacher LOR
VCU: None
GMU: 1 Counselor and 1 Teacher LOR
CNU: Recommends 1-3 LOR

W&M has only 1 counselor req, but there are optional teacher recs which I think are important. Our school recommends students find two teachers who taught them their junior year who would be willing to write LOR. They also are supposed to identify two other teachers who can provide input to the counselor's LOR (these can have taught him any year). So particularly in junior year he should stretch himself to connect with at least 1-2 teachers.
