Do it now, before the ground freezes hard. That way the plant will be able to get root growth going.
As they say, dig a $25 hole for a $5 plant. Dig the hole wider and deeper than the plant's diameter, and if your soil is crappy add some compost to mix in with the soil. Don't plant it too deep, but loosening up the soil around and below where the plant will be helps its roots get going. Also space shrubs not so they look nice and dense now but so that they will look good when they are fully grown.
