public school newbie. Need help navigating the system

Ok, I'm new to public schools and I need some advice on K. Specifically about getting services for DS (who has SID with gross and fine motor issues). Who do I go through? Do I do it now or wait until he starts K next fall? What type of services are offered? Will I also need outside services or does the county provide everything DS will need? Can I pull DS out of services and if so, does it remain on his record and affect him until 12th grade? I have a meeting with our elem school tomorrow morning to look at their K and I really don't even know what to ask (or what the principal can help me with).
