I love the teas at the Ritz Carlton - either the one at Tysons Galleria or Pentagon City. The one at Pentagon City is cosier to me - the one at Tysons seems more wide-open, a much bigger room.

It's not as "fancy", but I really like the tea at Teaism -- the Penn Quarter outpost has a nice little fountain. Also, I really like their accompaniments - their ginger scones are fab.
