That’s always what he sounds like when he’s reading the teleprompter and not deviating from the script.

He just reads that stuff mechanically, never with any conviction or sincerity.

I saw him, in person, up close in a non-public event back in 2023, and he looked very unwell then... walking very slowly and painfully, putting his hands out to everything he passed -- chairs, railings, doors, etc. Couldn't seem to lift his feet and seemed to be watching every step he took—looked like he had had some falls and was determined not to do it again where anyone could see him.

I noticed this Biden as well. Must be an elderly/unfit trait. Biden would start yelling or whispering when off script and Trump just contradicts everything in this world that makes sense.

I think Biden thought his whispering and yelling alternating were effective while making speeches. That didn’t just start happening.
