Use Feliway.

Cover furniture or confine cat when you are not around to supervise. Make the place he is confined easy on the cat: some room, cat perch by a window, toys, etc.

Have the cat evaluated for medical issues, if you haven't already.

I've wanted to try -but haven't- some version of a "catio." Maybe do that?

Sorry, a pet is a commitment. Trouble like this is part of it. You work with what you're given. I'd never euthanize or rehome an animal because of this. You can work around it. It may not be convenient but it is possible.

You must clean all the areas where the cat peed with an enzyme cleaner. Otherwise, it will be attracted to the smell and continue to pee in the same places.

We took my cat to a cat behaviorist in Gaithersburg (Veterinary Behavior Clinic). She solved my problem of the cat peeing everywhere. He didn't like his litter or litter box situation. So that may not be your same issue but it's worth talking to this doctor.
