Why do daycares and preschools follow the school systems?

Not all daycares follow the school system. During the most recent storm - in which the government was closed or opened late most days (last week) and our local school system was closed completely (MCPS) for the week, our daycare was closed for one day, Monday. They opened on time on Tuesday and were open on time every day last week (except Tuesday).

My daughter's in-home daycare opened on Tuesday and has been opened since then.

Before then, my son's preschool was open as long as teachers were able to get to it. They opened late, closed early but they did stay open at every opportunity.
