DC does not. The result is scads of unofficial dog parks creating tensions. Someone should step up and solve this problem. There are too many dog owners to ignore. Someone try to fix.

Your belief is that the unofficial dog parks will go away if there are large areas for dogs to run off leash. But this is not correct.

Depends on the quality of the new places for dogs. It could be as simple as making those unofficial dog parks official dog parks for at least some portion of the day.
