Do anybody know the percentage of girls in computer engineering or CS? My DD is considering these majors.

It depends which school, whether your DC will graduate in debt, what field of study is of interest, what the personal & geographic factors are, and many other variables. It's not just about gross tuition and overall school rank.

Probably close to 0 with computer engineering....with higher representations in the best schools like MIT, CalTech, etc.

Yes..if CS and Engineering are what you want, UMCP ( University of MD at College Park) is way better than UVa Engineering and CS.

I agree with your general sentiment, but 14th vs 28th is not "way better". If I was interested I'd look at what research the professors were doing to see if there was a match with what I wanted to do.
