I can only speak to my position description but we had ours classified through OPM. It’s not common though and took a long while to get it classified. So OPM does have some PDs

I believe the goal is to remove anyone who is not a confirmed loyalist and replace them with someone who they know will toe the line and align with their objectives

No. It’s more just likely to have a chilling effect on your ability to push back on barely legal directives. If you won’t sign, the next person will. It’s more contributing to the atmosphere of coercion. I expect few terminations or reassignments. The behavior change will be the goal.

The head of Labor and Employee Relations was the only HR position on my agency's Schedule F list. Head scratcher as to why other clearly influential GS-15 senior leaders are not. And other components had a bunch of senior HR staff on their lists
