On the roughhousing - I get it because my girls (similar ages, 10 and 9) used to roughhouse by grabbing each others crotches. They would do it for shock value and they would laugh. But I would always tell them private parts are off limits and they’ve basically outgrown it now. I’d be absolutely horrified if they did they did it to anyone else.

Roughhousing with your friends little brother seems different. There’s a power dynamic there plus a lack of familiarity versus siblings. Also the fact that it was done in a hidden place away from parents suggests to me that maybe the older kid knew it was wrong. Just food for thought.
