low progesterone? help!

I had a day 12 follicular scan and the radiologist put me at ovulation between day 17 and day 19 of my cycle. My cycles have been consistent at 29 days. My doctor went ahead with a day 21 progesterone test. I tested at 3.9 on day 20 of my cycle. The nurse said normal would be in the high teens. My question is are my progesterone levels simply low? Or, do they appear so low given that I had the progesterone test 1-3 days after ovulation?

We have been TTC for 5 months. I had a child two years ago without intervention and am wondering if I should cool my heels longer or take clomid.

Any advice or information would be appreciated.

I don't know the answers, but low progesterone is pretty easy to manage with progesterone suppositories. So even if it is low, it should not be a major problem.
