So confused--how can M&T buy a PA insurance plan, and not be required to follow MD mandate?

My husband works for M&T bank out of Maryland. I called HR and they said they purchased their insurance plan, Capital Blue Cross, out of PA so they only have to follow the PA mandates. How can they do that?

some insurance plans are nationwide plans and some are state-based plans. the federal government offers national and local plans. if the company is based out of PA, then they can do that. plans can even discriminate against you based on marital status. they can offer certain services to married members and restrict non-married members from accessing those services.
