Boundary lottery for Montgomery Co. Public Schools

I read in one of the posts that there is a boundary lottery if the student wants to attend a public school not in his/her area of residence. What needs to be done to enter this lottery - do I need to contact the school of choice, or the county? How high is the MCPS out-of-boundary school tuition for Montgomery Co. resident? I did a search on the Mongomery County government school site but didn't get any information on the topic.
