Silver Spring is a really huge area, so it might be helpful if you can be a bit more specific about the neighborhood. You might also check for neighborhood Facebook groups. I'll bet knowing how old your child is would be good, too.

There is a great Moms group in Burtonsville, just N of Silver Spring but SS is huge so not sure if its too far for you.
