ISO grassroots email/contact widget for local govt (DC Council)

I thought I had seen a link in a post on this section of the board that provided a way for readers to easily send an email to members of the DC Council. It was likely some other software customizable for this particular topic with DC Council info loaded, but the landing page was really simple and well-designed. I can't remember the topic or find the link. I realized it's a shot in the dark, but hopefully someone here can send me the info! The landing page did not reveal how the widget was powered for sending the emails.
