MCPS not making Adequate Yearly Progress this year-what does it really mean?

It seems that MoCo's failure to make AYP is a result of expecting that all special education students will pass reading and math tests which may or may not be realistic for the individual. Or is there more to it? The standards seem ridiculous. What are the repercussions of failure to make AYP next year? Is this a NCLB thing, or did it exist prior to NCLB? Thanks for enlightening me.
