My baby was born on December 21st, and thus won't be 2 or 3 until December 21st. What is the cutoff birthday date for 2 year old and 3 year old programs? When should I be applying?

She is 14 months and I'm thinking I may already be behind.

You're fine. If you apply in the fall for Fall 09, you'll be fine. My son is a December baby, too, but a year older. We applied this past fall for next fall so, assuming we get in, he'll start in the fall at 2 years. 9 months. We're in DC.
